First off, the dress has pockets. POCKETS!!!! These are pockets big enough to fit half a forearm. No matter how big your phone may be, you can carry it in one of those pockets, without having to worry about it falling out.
The cut and construction are excellent, as can be expected from this label. I was particularly impressed with the fabric - a sturdy and very breathable 97% cotton, with a quality satin lining in the bust like that in the lauren and voodoo vixen tops. Everything hangs the way it's supposed to, and the dress is gorgeous, even without a petticoat. The hem is (perhaps) 2 inches below knee-length on me. If desired, you will need a petticoat to get the volume seen in some of the photos.
Though my measurements all put me squarely in the XS size range, I found the waist to be significantly tighter than expected, to the point of being somewhat uncomfortable. I would have been tempted to exchange this for a size small, if not for the bust. Should you find yourself between sizes, and if you don't like tight waistlines, size up.
My only other real gripe about the harley dress is that, despite being an apparently high-quality, almost 100% cotton garment, the care label says "dry clean only." A sun dress is, by nature, an informal garment. It's meant to be worn outside on hot days. You're expected to get some sun (and maybe even -- gasp -- sweat!) in the thing, and this is the first one I've ever seen that needed dry cleaning. That automatically rules out any of the things I'd actually want a sundress for, and is pretty much a deal breaker for me. I do find the care label information on the website to be incomplete regarding what can and cannot be washed, and this is the third unpleasant surprise I've gotten so far in that respect.
All of this aside, I really really really like the harley. Despite the negatives outlined above, I don't intend to return it. I will, instead, test out some gentle washing techniques and will speak with my tailor about the waist. Your mileage (as always) may vary.

I'm not exchanging it, though, even though it's killing me; it was one of several items I bought on a sale day [binge], and I never dreamed that almost everything would fit! And make me look gorgeous! I had to put my foot down SOMEwhere, so I'm keeping everything that fits (or is just 5 pounds away).
I'm 5'8 1/2", 37-29-43. An L will be perfect, as I'm finding it is in everything I've bought from PUG (save maybe the Haunted Housewife, in which I might have taken an M).
But I suspect I'm going to be ordering this blue beauty again on the next sale day (in the proper size for me, this time).
Or maybe in yellow...
