As the description says: this jacket has zero stretch to the fabric but the back laceup can be adjusted if necessary. I'd say this fit as expected in the small size.
The fabric of this jacket is very stiff: great for keeping the fringe fluffed out and maintaining the overall shape, but definitely was felt in the sleeves and when I put my arms down at my sides with the bottom flare. Folks with bigger arms or wider shoulders would probably have a hard time with the fit of this one.The velvet also picks up lint in a flash. Stunning, but not practical (and not meant to be). Would definitely turn heads in an evening out but has enough class as a funky office jacket.
